This bill orders an independent study of how well emergency alerts work during severe weather, like storms or big power outages. The study will look at how alerts are shared—on phones, social media, outdoor sirens, and more—to see what helps people get clear, useful instructions quickly. It also reviews the training and guidance used to write alerts, and gathers input from emergency managers, local officials, and community groups. A report with findings and suggested improvements is due within 18 months after the law takes effect.
If passed, the goal is to make alerts easier to understand and more reliable, so people know what to do—such as when to stay off roads during travel bans or how to prepare for outages—during extreme weather.
