Makes it illegal, starting one year after enactment, to conduct or contract for cosmetic testing on animals in the United States and to sell or transport in interstate commerce cosmetics developed using animal testing conducted in the U.S. Federal law also generally bars relying on animal-test data produced after the effective date to show a cosmetic is safe, while allowing narrowly defined exemptions and procedures the Secretary of Health and Human Services may follow. The Secretary may obtain records and assess civil penalties (up to $10,000 per violation); states may not impose different or additional prohibitions.
